Notice of Motion Proposals


The following proposals has been recieved from Llanelli IBC and Radnorshire IBC.

We are asking clubs to discuss this, with a vote taking place at the Management Meeting on 21st May 2026.

Proposal 1 - Llanelli IBC


The Executive Committee of Llanelli Indoor Bowling Committee wish to present the following proposals for consideration and hope that these will accepted for the 2026/2027 Season.

1. National Merit Table
In order to address current anomalies in the scoring system for league matches it is proposed :


1. That the top 2 sides in the Merit Table at the end of the completed fixtures play off against each other in a 4 Rink game to decide the Merit Table Champions or,

2. Rule 2 of the competition rules be amended as follows:

“The number of points allocated for a match is 18. The points system will be 10 points for a side win; in the event of an overall draw each side will be awarded 5 points. In addition, each winning four will be awarded 2 points, 1 point each for a draw.

If a match is played with more than 4 fours per side each side will nominate prior to the commencement of the game the 4 scoring rinks for the purposes of the distribution of Merit Table points.

At the conclusion of the competition shot difference will be used to decide the winner should two or more sides end on the same number of points.”

This will avoid sides boosting their points tally by putting out an additional scoring rinks to the norm of 4 scoring rinks .


2. Over 60 National Club Championship
To try and address the anomaly that can and have occurred due to the current scoring system for league Section matches (e.g. One Team being undefeated during all of their section games and failing to qualify for the knock out stages because the second placed team had gained one or two more overall points.)

It is proposed that paragraph 5 of the competition rules be amended as follows :


“The number of points allocated for a match is 18. The points system will be 10 points for a side win, in the event of an overall draw each side will be awarded 5 points. In addition each winning four will be awarded 2 points, 1 point each for a draw. At the conclusion of the competition shots difference will be calculated to decide the section winner should two or more sides end with the same number of points. “

 

Proposal 2 - Radnorshire IBC

Radnorshire Indoor Bowling Association have made 2 proposals for the AGM

Amendment to the Welsh Indoor Bowls Competition Rules, amended September 2025.  General rules for the Over 60 Club Championship, Point 4.


1. Proposal to amend 21 ends or 4 hours to read: 18 ends or 3 hours.
Proposed by Nigel Frankland, seconded by Martin Hunt.

2. Proposal that senior games start at 12 noon rather than 2.00 pm due to travelling home in the dark.
